CHURCH RENOVATION UPDATE : The transition in mid-April to our new worship space went very smoothly because of your flexibility, patience and willing spirit. There was a lot of enthusiasm for seeing the new truss work erected in the front of the church. As we try to consolidate a few of our masses in the coming weeks, w ask you to “move in” so that all available seats are taken. The cement for the floor of the new narthex (welcoming center) has been poured, and we took down the southern wall of the old church. Next steps will include framing in the narthex and the rooms on either side of it which will connect it to the existing building.

Driving can be hazardous at the best of times, but the safe carriage of dangerous goods requires compliance with complex regulations, an absolute commitment to best practice and extra levels of driver training and skill.

BCGA member companies co-operate with each other to ensure the safe carriage of the goods they carry and the safety of vehicle crews and the general public. Within BCGA, Technical Sub-Committee (TSC) 4 monitors activity associated with transport and is responsible for a range of publications promoting safety and best practice in transport.

Any goods that pose a risk to people, property and the environment are classified as dangerous goods. When transported these goods need to be packaged correctly to ensure that they are carried safely. Gases are classified as dangerous goods. The transport of dangerous goods is regulated in order to prevent, as far as possible, accidents involving people or property, damage to the environment, to the means of transport employed or to other goods being transported. Each mode of transport, (air, sea, road, rail and inland waterway) has its own regulations but they are now largely harmonized with the Model Regulations, published by United Nations Economic and Social Council's Committee of Experts on the Transport of Dangerous Goods.

The UN Model Regulations use a classification system in which each dangerous substance or article is assigned to a CLASS, depending on the nature of the danger it presents. Gases are assigned to Class 2, and are further sub-divided into three divisions:

Dangerous goods which are transported by road or rail within Great Britain have to comply with the requirements of The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (CDG 2009) [SI 2009, No 1348] , as amended. These regulations implement the provisions of the European agreements, ADR (road transport) , RID (rail transport) and the Transportable Pressure Equipment Directive (TPED). The Secretary of State for Transport, within the Department for Transport (DfT) , is the competent authority for Great Britain.

Everyone transporting gas cylinders in the course of their work is required to comply with and has to meet certain basic minimum legal safety requirements. A threshold level is set based on a quantity of transport units, if below the threshold you are exempt from some requirements of but if you exceed the threshold level you are required to comply with the full regulations. Refer to BCGA GN 27,

It is recommended that gas cylinders are transported in open vehicles, open containers or trailers. If it is necessary to transport gas cylinders inside a vehicle then good ventilation is required. In all spaces, the use of roof ventilators along with side vents will increase the quantity of ventilated air in the vehicle. Once the journey is completed gas cylinders should be removed from the vehicle. If there is any possibility of gas accumulating within a vehicle space then appropriate warning signs are to be displayed. Common hazards come from the use of dry ice, i.e. asphyxiant gas, and also the careless handling and use of welding gas cylinders and equipment leading to a build-up of flammable and oxidant gases. Refer to BCGA CP 31 and BCGA GN 27 .

An empty, or partially filled, gas container that has contained a dangerous substance is to be treated the same as a full container and is therefore subject to all the relevant transport dangerous goods regulations. Only if adequate measures have been taken to nullify any hazard may the container be treated as non-hazardous.

When dangerous goods are being transported, the driver of the vehicle is required to carry certain documents, these include:

This is Port Angeles' year to try and bring respect back to boys' basketball in a region that hasn't produced many elite teams in the past 20 years.

"It's their year to go to state," said Central Kitsap coach John Sitton. "They came real close last year and from what I saw this summer, they were on top of their game. They played a lot in Seattle and Tacoma and won every tournament.

"Nobody else in our league is at that level."

Last year people were singing similar praises about Central Kitsap, but post-season play turned out to be a similar song and dance for the Cougars. After tying Port Angeles for the regular-season Olympic League championship and winning a playoff to earn the top seed to the West Central District AAA Tournament, the Cougs season, as did PA's, ended with two close losses. CK finished 19-4; PA 20-4.

"It's a high level of competition over there, but for the first time we were on the same playing field," said Sitton. "That's a rarity."

It's been rare, indeed, for a West Sound basketball team to make a statement at the state AAA level. Olympic High, in 1991, is the only one to make it to state since the 16-team format was reinstituted back in the late-1980s.

"It would be nice to get to state and get that monkey off our back," said Port Angeles coach Lee Sinnes, who has taken his Roughriders to three straight district tournaments. "I thought we were both (CK and PA) good enough to get to state last year, but sometimes you've got to be good and lucky."

Sinnes was a senior and Bernie Fryer, now an NBA official, a sophomore, on the last Port Angeles team to reach state. That team placed second in 1966.

Sinnes, in his second stint as Roughriders' head coach, says geography has a lot to do with the OL's lack of success at the state level in basketball.

"During the spring and summer months, those kids on the other side of the water have leagues all the time. They go to open gyms at colleges where they can play against college players," said Sinnes.

PA has narrowed the gap by making a commitment to playing an exhaustive summer schedule. "The last four or five years we've played 50-to-60 games in the summer and a lot of it is over there in Seattle getting exposure," said Sinnes, who has built a grass-roots Amateur Athletic Union league starting with third-graders in the PA area.

The Roughriders took their lumps for a while, but this summer they won three tournaments and finished first in the 28-team Tacoma Community College league while putting more than 4,000 miles on their odometers.

You think jumping on a ferry is a hassle, try driving from Port Angeles to Seattle, Tacoma and places in-between. "Usually it's two hours going, two hours coming and another two hours to play and stop to eat," said Sinnes. "It's been hard, but it's what the players want to do, and the ones that have done it have gotten better."

It's not enough for Olympic League schools to form their own summer league. It's been tried.

"You can play each other, but you're not going to get better," said Sinnes. "You have to go out and play teams that are better."

Sinnes says Central Kitsap, while it also had some pretty good players, got better by playing summer basketball in recent years.

CK's Sitton said, "You get over there on the I-5 corridor and they're very competitive with each other. We don't have that in our league. Ours is an exciting level of play, but it' s not that high level of competition like in the South Puget Sound and Kingco leagues.

"We're getting closer to being competitors at that level, but we're not there yet," said Sitton. "The number of athletes they have compared to ours, it's just not the same.
